Development Support - Parenting
(1999-2006)

Between 1999 and 2006 TSA delivered Development Support – Parenting on behalf of the Youth Justice Board (YJB), providing advice and guidance to the YJB and to Youth Offending Teams (YOTs) in England and Wales.

In the first phase of our work for the YJB we supported 42 parenting projects funded under the Development Fund Intervention Programme. The projects worked with parents/carers of young people involved in the youth justice system, or considered at risk of being so, or exhibiting “anti-social behaviour”. Parenting programmes were offered by the projects to parents/carers either on a voluntary basis, or as a requirement of a Parenting Order. We provided individual support to the 42 projects and developed a network of regional groups, as well as running training events and conferences.

In 2001 we expanded to provide support additionally to all Youth Offending Teams in England and Wales. Again we provided a range of support including regional meetings, a national best practice forum, conferences and training events for YOTs and their partner agencies. We also produced a quarterly newsletter and carried out a survey of YOT parenting support activity.

From 2002 we held Individual or Cluster group action planning meetings with YOTs who were in the early stages of developing comprehensive support services for parents. W e continued to work directly with YOTs identified in 2004 as likely to benefit from more focussed support. We assisted these YOTs to implement their parenting improvement plans based on the Key Elements of Effective Practice - Parenting (see below).

We also provided regular Practice Development Network Meetings until March 2004 for all YOTs to explore how to develop their parenting support practice. We developed and provided resources for YOTs via our newsletters, resource box and documents available on our website and we provided telephone support to practitioners and managers on any issues of policy, procedure and practice. We also provided advice to the Youth Justice Board on parenting support in the youth justice context and on their behalf to a range of government departments in the UK and to colleagues from other countries.

Under additional contracts with the YJB we developed the Parenting Effective Practice In-Service Training Tutor Pack and the Parenting Reader for the Professional Certificate in Effective Practice – Youth Justice. We also co-authored, with the Policy Research Bureau, the Key Elements of Effective Practice - Parenting and Source document (see www.youth-justice-board.gov.uk).

From 2005 to 2006 the project provided central support to the YJB. We supported the transfer of our direct YOT support role to the YJB's new team of Performance Improvement Consultants. Additionally, we carried out a study of parenting support linked to preventative services and supported the development of some YOTs' prevention fund planning. Finally, we contributed to the Board's prevention fund seminars in April/May 2006. The project ended on 30th June 2006.
